Health officials are investigating if cases in Greater Glasgow and in the neighbouring Lanarkshire Health Board area are linked.
Nicola Sturgeon said that the latest figures show nine cases in Greater Glasgow and Clyde and 12 in Lanarkshire.
She said they could be linked and could be part of a cluster.
Ms Sturgeon said we are seeing smaller clusters like a possible on in the north east of Glasgow.
Earlier this week it was reported that school age teenagers in the north east of the city had tested positive but had not been back at the school where they are pupils.
The latest figures showed 65 new cases in Scotland, 28 in Grampian, 9 in Greater Glasgow and 12 in Lanarkshire.
There were 253 people in hospital across Scotland and three in intensive care.
Yet again there had been no deaths recorded.
