A recent report into the incident by the Scottish Social Services Council (SSSC) read: “The behaviour is serious in that it showed disregard for the law and for the safety of a person who uses services.
“On two occasions while providing care, you accepted cannabis from a service user and smoked it with that service user.
“Your behaviour had the potential to negatively affect the reputation of the social services profession and breached the trust placed in you by people who use services, your employer and the SSSC.”

Her behaviour was described as an “isolated incident”.
Factors in Cook’s favour included admitting to the behaviour to her employer and apologising.
