Glasgow City Council has collected almost £1million in Low Emission Zone fines in the first 10 months of the scheme being enforced for cars.

The first annual report into the LEZ showed almost 40,000 fines were dished out between June last year and March this year.

The breakdown of payments for the 25,826 that have been paid shows the total collected was £982,415.

The amount collected was higher(£993,935) but the council had to pay back £11,520 after 1765 fines were successfully appealed.

Since the LEZ scheme phase one started in 2018 the council has spent £1,962,782 on the LEZ scheme on modelling, appraisal, communications, engagement, impact assessments, design works, LEZ signage and enforcement camera infrastructure.

Last year was the highest spend with £799,275 spent since enforcement of phase two began.

LEZ fines increase with every subsequent breach meaning fines double after the first breach.

The breakdown of fines shows 32758 level one fines of £60 were issued, reduced to £30 if paid within 14 days, 3440 at level two of £120, 969 at level three of £240, 437 at level four at £480 and 690 of the highest, level five at £960.

July last year was the month with the highest number of fines issued, after there was a grace period in June when only level one fines were issued, with 6139 fines given out.

The rest of the year saw an average of around 3000 fines a month, or around 10 a day.

Up to March this year, there were 5,692 appeals against a fine received and with 31% (1,765) were successful and the subsequently cancelled.

Most cancellations were due to either the recipient of the fine being a blue badge holder, evidence provided that the vehicle was LEZ compliant, the vehicle being in an exempt class or the Vehicle Registration Mark (VRM) being entered incorrectly.

Some have also been cancelled for other reasons such as a diversion being in place forcing vehicles into the LEZ.  

The majority of unsuccessful appeals were from drivers stating that they thought their vehicle was compliant, they were not within the LEZ or they said the LEZ was unlawful .

Some said they didn’t know the LEZ was in place, or they were taken into the LEZ by Sat Nav.
