The kids were also found to be sleeping on a filthy double mattress with no sheet.
Glasgow Sheriff Court heard that officers searched the property after a drugs warrant was granted.
Officers raised "concerns" about the welfare of the children.
Prosecutor Gemma Barclay said: "[The property] was in a state of disarray and unkempt conditions deemed to be an unusual mess.
"There were various flies and insects throughout the property.
"There were fly-catching devices in the property heavily laden with dead flies."
There was noted to be no sheet on the bed which was soiled.
Miss Barclay: "The kitchen was noted to be in an unhygienic condition."
The worktop was also described as "dirty" and contained household items.
The cannabis found in the kitchen was held in three bags weighing 245 grams with a monetary total of £3,450.
The pair stated that they were waiting on benefit income in order to buy items for the property.
