Detective Constable Alasdair Hood said: "This is a tragic situation and despite a substantial effort by officers, we unfortunately still don’t have an identity.
"We are doing all we can to establish who this man is in order to inform his next of kin.
"We know this may be someone’s loved one who could be missing their dad, son or brother.
"If anyone has information, no matter how insignificant it may seem, please get in touch with us."
The man is described as white, aged between 40 and 50, around 5ft 7in tall, and weighing roughly 60kg.
He had short brown and grey hair, a red and grey beard, and several noticeable facial scars: a 5cm scar from his right eye to his forehead, a 3.5cm scar at his left eyebrow, and a 3cm scar to the bridge of his nose.
